For me, the Doctor is played by Tom Baker.
I know the series has dozens of Doctors and the latest iteration is supposed to be very good, but I first watched Dr. Who in 1980's when our PBS stations were showing all of the late 70's early 80's Dr. Who episodes and I can never think of the Doctor as anything other than brandishing an extremely long scarf and sporting very bushy hair.
Over-the-top? Yes.
Campy? Yes.
Really cardboard special effects? Back then, yes.
Very well wriiten? Yes.
Extremely entertaining? Quite, yes.

This is a very good television show...er, cartoon.
Haven't even made it to Ben 10: Alien Force yet, and we are still sold.
