I played this out using Shaun Derrick's The World Cup Game.
It's a fantastic game.
Football (soccer) fan or not, this is a great game.

The game is built for 2 to 16 players.
I played this tournament a few months ago - and found the stats I kept for it inside a notebook.
I worked out my own solitaire rules that went something like this:
One human player (me) and three other players (the game)
An equal distribution of teams and their relative strengths (as much as I could make it that way)
A four-sided dice (for each of the four Groups in the game)
Regular card play as stated in the rules
I would play the cards/actions for the other three players as well as I could each turn
I would roll the four-sided dice for each turn (even mine). The resulting roll would determine which Group the current player would have to play his card/action in. If no options were available in the Group rolled, the next Group down the board was chosen as the Group to play/act in.
This kept the play random enough and kept me from powering up my teams all over the board.
This did limit the play a good bit, but as a solo go it was worked well.
I don't remember exactly what the procedure was when the Final ended in a Draw.
I think I did a straight Replay and not Extra Time or Penalty kicks.
After all of this, I do think these rules helped the USA win the whole thing.
The USA was one of my teams, after all.
I am sure this is one of the reasons they won.
(I will re-work the solo rules and try it again)
Again, this is a great game and great fun.
The game is out of print (sad).

There are six expansions available that provide gameplay for nearly all, if not all World Cup competitions with a Euro or two thrown in.
